		Needs Assessment Research and examine internal and external factors surrounding the situation – strengths, weaknesses, opportunities, threats
		Problem Definition Evaluate the issues and determine what’s relevant – validate assumptions, consider implications, establish priorities and narrow the focus
		Scenario Mapping Identify the most likely "what if" events, and construct an appropriate course-of-action for each. Estimate risks and rewards – if appropriate, prepare a formal cost/benefit analysis. Present best-case recommendations and assist in decision-making, as needed
		Solution Planning Develop a detailed workplan and timeline to implement the chosen scenario
		Implementation Facilitate change by applying the appropriate resources – consulting, training and/or publications
		Assessment & Next-Phase Recommendations Calibrate and confirm initial results. Suggest incremental refinements to improve the solution’s impact, if warranted
